It seems your libOpenCL.so is not located in some standard system paths so check the output files build.env and build.out into the .spack/ sub-directory of your hwloc installation, maybe you can get some intel on how hwloc found opencl?!

The g5k image was created from jessie-x64-std then dist-upgraded to debian stretch (testing). It had opencl-headers installed, making hwloc believe there was some opencl library installed, which is not the case. Removing the opencl-headers package solved the problem.
