Unless I am wrong, you have not read the installation manual of CGAL:
  http://www.cgal.org/Manual/3.5/doc_html/installation_manual/contents.html

It says that, once you have installed CGAL using the Windows installer, you 
need to install CMake, call cmake-gui.exe, and configure it so that it can 
create a MSVC solution to compile CGAL libraries (and examples and demos).
