Hi Thibault,

You need the LAPACK library to compile the normal estimation example.

To install it:
Run CGAL 3.5.1 Windows installer, select your platform and compiler, and 
check the option to install LAPACK, BLAS and TAUCS libraries.
Then follow the instructions to compile CGAL.
