Apparently if I delete the cmake cache the cmake GUI asks which toolchain to
use, and I can select MinGW. Unfortunately, it seems like what I want to do
is not meant to be:

My MinGW is actually not the canonical version but rather the version that
ships with "Rtools" (R the statistical computing language). Cmake doesn't
have built-in configuration for this tollchain variant, and it is not
trivial to trick it into thinking this is a standard MinGW.

So unless someone has successfully built R packages that use CGAL and can
advise, I think I'll just give up.
