Initializing a circulator around a vertex_handle v from a neighboring 
vertex_handle w cannot
be done in a trivial way (constant time).
Actually, we need to find a face incident to the edge vw. This need to 
enumerate the neighbors of v to find w
(or the neighbors of w to find v).
