If you do as what I suggested, you can store the computed dual points of cells, so they will not be computed again and again.

Sorry for the confusion, that was a typo. I am writing a relatively large program, so that was only a snapshot I made for demonstration purpose. I had a few mistakes there, the most serious one is I left out a ! before segment.is_degenate() which made the logic incorrect. It worked after that fix. I am trying toimplement what you suggested. By working counter-clockwise, I can get all segments of the power cell in the right order, because my eventual goal is to get the power cell polygon. Hopefully it will go well. segments is std::vector<Point_2>. Segment can not be inserted into it.
RT::incident_edges and so on are not static functions, I don't think they can be used like this.

I test the code, and for each vertex, it only collected two segments of the
power cell. Therefore, it is clearly incorrect. Anyone has any suggestion
how to achieve my goal?
