Two distinct points:

 

1/ Unless your app is open source (and in that case you must distribute the source code of it and fulfill the clauses of the open source license of CGAL), you would need a commercial license of the CGAL components that are used in your application.

 

2/ The compilation of a CGAL application for the Surface that runs on Intel processors is very similar to the compilation on a regular Microsoft Windows on a PC. But, Surface targets also ARM processors, and the compilation of CGAL application for ARM processors has never been tested by the CGAL project. You can expect troubles, because you will the a scout in that subject.
