I forgot to mention you could retrieve a zip file of a compiled version 
of StarPU on a 64b windows machine from the 2 following URLs:

https://ci.inria.fr/starpu/job/starpu-trunk-windows/
https://ci.inria.fr/starpu/job/starpu-v1-1-windows/

However the CUDA support is not enabled.
