Looks like hwloc is not installed in a standard location.

Here what configure is reporting.

Package hwloc was not found in the pkg-config search path.
Perhaps you should add the directory containing `hwloc.pc'
to the PKG_CONFIG_PATH environment variable

You should find out the location of the file hwloc.pc on your machine and add the directory to the PKG_CONFIG_PATH environment variable before starting configure.
