I'm not a specialist of mesh, but you may find GMSH interesting, regarding this example:

(I hope I understand correctly the terms "progressive mesh")

I was wondering if anyone could give me an idea of how large an
undertaking it would be to implement progressive meshes in CGAL.  I'm
also curious about input anyone may have on libraries which already
exists to construct/manipulate progressive meshes.
