Hi Marc,

You may try the Surface Reconstruction demo pre-compiled for Windows:

This demo allows you do load point sets and run the Poisson Surface
Reconstruction algorithm. You can also decimate point sets or compute normals.
Go to http://www.cgal.org/Manual/latest/doc_html/cgal_manual/packages.html. Download
and unzip the "Demo: Surface Reconstruction" link.
You will need Qt 4. Qt 4 is free on Windows if you compile it by yourself.

If the demo works on your machine, you probably have a compilation issue.
