i opened the command prompt (i.e. start->run "cmd.exe")  i get a black window with 

Microsoft Windows [Version 6.1.7600]

i run this command but i have this problem " D:\Surface_mesh_parameterization -h n'est pas reconnu en tant que commande interne  "

how can i fix this pb

You managed to compile the example using cmake? so you must have opened up a command prompt (i.e. start->run "cmd.exe") and then get a black window with:

Microsoft Windows [Version 6.1.7600]

All Sebastien is telling you to do is at the C:\ type out C:\CGAL\polyhedron_ex_parameterization  -h

so you just type " -h" at the end and it will print out some help text

Does that make things any clearer?
